The Context
In May 2025, India stood on the edge of conflict. Operation Sindoor, launched in response to terror attacks, saw precision missile and drone strikes across the border. With tensions at a breaking point and the risk of escalation into full-scale war, the Government of India faced a different but equally urgent battle, keeping its citizens calm, prepared, and informed.

The Challenge
The National Disaster Management Authority (NDMA) had to roll out a nationwide civil defence campaign under emergency conditions. Citizens needed to know how to act during blackout drills, schools had to be guided with clear safety protocols, and the role of Aapda Mitra, trained community volunteers, had to be highlighted to reassure the public. This wasn’t just about communication; it was about mobilising awareness at scale, across every state and every demographic, in a matter of days. It was about training the people in a state of chaos, turning uncertainty into preparedness before panic could take over.

The Solution
To meet this urgency, NDMA turned to Consider Done Consultants LLP. We deployed artificial intelligence not as a novelty, but as a lifeline. AI became our creative engine, helping us generate visuals that brought Aapda Mitra to life as the relatable face of community resilience. These AI-powered animations transformed trained volunteers into instantly recognisable symbols of safety, guiding citizens through drills with clarity and calm. Alongside, we used AI-driven tools to craft multilingual voiceovers and animated explainers that turned complex civil defence measures into simple, actionable steps. By blending AI with creative strategy, we compressed timelines drastically, delivering in days what would usually take months while ensuring that clarity, credibility, and public trust remained uncompromised.

The Execution
Within this accelerated framework, we produced a full suite of communication assets covering blackout preparedness, school safety protocols, and the vital role of Aapda Mitras in their communities. Every piece of content was crafted to be visually engaging yet practical, accessible to citizens from India’s biggest metros to its remotest villages. Distributed through NDMA, PIB, All India Radio, and other government channels, the campaign became a unified national voice of authority at a time of intense uncertainty.

The Impact
● Millions reached in real time, across every corner of India.
● Heightened calm and preparedness during an unprecedented national emergency.
● Content amplified by NDMA, PIB, and All India Radio, creating a unified voice of authority.
● Official recognition from NDMA commending our team’s speed, realism, and technical precision under severe time pressure.

Why It Matters
This was not a campaign in the conventional sense, it was crisis communication at the brink of war. By merging artificial intelligence with strategic storytelling, we helped the Government of India mobilise awareness when it mattered most. For us, it wasn’t just PR. It was being part of something bigger than ourselves: strengthening India’s resilience when the nation needed it most.
